The low rise jeans are based on waist size even though they don't go around the waist. So your size should be about the same. All brands fit different though so I recommend trying them on before buying them.

Hmmm, well I normally wear a size 8 in jeans but when I went to American Eagle to buy jeans, I couldn't figure out what size I needed cause their sizes were in the 20's and 30's. I found a really nice associate to help me and the size I needed ended up being a 31 so my guess would be probably about a 6. but since your hips are normally bigger than your waist and that is where low-rise would sit then you might want to go a size bigger than you normally wear. Just try them on until you find the size that you feel most comfortable in.
